The WFDB library is a set of functions for reading and writing files in the formats used by PhysioBank databases. The WFDB applications are numerous interoperable command-line tools for signal processing and automated analysis.
WAVE is an interactive graphical environment that enables you to manipulate sets of digitized signals with optional annotations.
WFDB is cross-platform and it works on Mac OS X, Windows and Linux. Binaries for the Windows and Linux platforms are available on the project's homepage.
