The "New" submenu in the Windows context menu only includes a few entries, allowing you to create bitmap images, contacts, RTF files, text documents, shortcuts, and folders. Depending on the applications you installed over time, and whether they featured system integration or not, you may have more or fewer items available.

It's possible to alter the content of this menu by altering the system registry, but a third-party application is a much more convenient solution. Although it does not offer you the freedom to add custom items, JasTek.net's Programmers Extensions provides a package that can enrich the context menu in Windows with a few entries that programmers will surely find useful.
