PastIconsFlusher is a free and reliable software that will will clean out your past icons list from the "Customize Notifications" dialog in Windows taskbar options.
It seems that flushing the cache makes Windows boot a little bit faster. There will be a short delay of about five seconds where you will have no Explorer shell when you run this program. This is normal, but your shell will return eventually.
